Board of Revision

The Board of Revision is the first level of appeal for property assessments in the RM of Estevan No. 5. If you believe there's an error in how your property has been assessed, this is where you start.

Assessment is not the same as taxes

This is the most important thing to understand before you appeal.

  • Your assessment is the estimated value of your property, prepared by the Saskatchewan Assessment Management Agency (SAMA).
  • Your property taxes are calculated by applying a mill rate by Council using that assessment.

What you can and Cannot appeal to the Board of Revision

The Board of Revision hears assessment appeals only. Appeals must be filed within 60 days of the assessment roll being advertised or the assessment notice being mailed. Always check the exact date on your notice — if you miss the deadline, your appeal cannot be heard.

  • You cannot appeal the amount of taxes you owe  — tax policies are set by Council.
  • You can appeal if you believe there's an error in your property's assessed value, its classification, the contents of the assessment roll, or the assessment notice itself.

How to appeal

  1. Review your assessment notice and note the appeal deadline printed on it.
  2. Talk to the RM office or SAMA to understand your assessment.
  3. Complete a Notice of Appeal, clearly explaining the error you believe was made. An appeal form is included with your assessment notice and is also available from the RM office.
  4. Pay the appeal fee to the RM before the deadline. The fee is refunded if your appeal is successful (or if it's deemed insufficient by the board)
  5. Attend your hearing to present your case. You may represent yourself or have an agent speak for you.

Before filing an appeal, it's worth a conversation. If you don't understand your assessment notice, start by contacting the RM Assessor. You can also contact SAMA directly to learn how your property's value was determined.
