Notice of Bylaw Amendment: Zoning Bylaw
Public notice is hereby given that the Council of the Rural Municipality of Estevan No. 5, intends to adopt a bylaw under The Planning and Development Act, 2007 to amend Bylaw No. 5-2014 known as the Zoning Bylaw.
Intent: The proposed amendment to the Zoning Bylaw would update the zoning regulations for building on land at risk of flooding to be consistent with changes made to the Statements of Provincial Interest.
Reason: The proposed amendment to the Zoning bylaw will lower the minimum building elevation in flood prone areas. Development will need to be built at least 0.5 metres above the estimated peak water level of a 1:200-year flood. The change will also allow for expansion and redevelopment of existing developments located in flood prone areas if they meet conditions set out in the bylaw.
Public Inspection: Any person may inspect the proposed bylaw at the R.M. of Estevan Municipal Office at 102 Supreme Street, Estevan, Saskatchewan between 9:00 a.m. to 12:00 p.m. and 1:00 p.m. to 5:00 p.m. from Monday to Friday, excluding statutory holidays. Copies are available at cost.
Public Hearing: Council will hold a public hearing to receive any written or verbal submissions on the proposed bylaw amendment at 11:10 AM (local time) on Thursday, November 12, 2026 in the Council Chambers of the RM of Estevan No. 5 at 102 Supreme Street, Estevan, Saskatchewan. Written submissions will be presented to Council and can be delivered to the RM office, or emailed to rm5@rmestevan.ca
Dated at Estevan, Saskatchewan this 29th day of October, 2026.
